Low stock & out of stock
How the low-stock warning threshold is decided.
The inventory list's Low stock warning and Out of stock tabs are the restocking worklist — and they never overlap, because "low" means running out, not out: a product is low when its stock is above zero but at or below its threshold, and out when it is at zero.
Who can do this: anyone who can view inventory sees the tabs; the notifications go to the store's staff.

The warning level is resolved per product, in a fixed order:
One subtlety worth knowing from the product form: a threshold of 0 is a deliberate "never warn me about this one" — different from leaving the field blank, which means "use the store's setting". Untracked products are never flagged low, and a product with variants is judged per variant.
When an order takes a product to or below its threshold, staff are notified (where the store has low-stock notifications on). The notification uses the same resolution order as the list, so the products flagged on screen and the products that trigger an alert are always the same set — one rule, both sides.
